Effective for proposals started at or after 00:00 UTC on 24 November 2023, proposals with three or more non-neutral options use an instant-runoff voting system. Eligible users may vote for any number of options with a specified, linear order of preference (an example is shown here). Voting follows a single-elimination format; the option with the fewest first-preference votes is eliminated, and all first-preference votes for this option are transferred to the voter’s next choice, where they are weighted as if they were that user’s first choice. This process continues until only one option remains. Ties are broken by tallying the number of second-choice votes, and so on; additionally, a given voter may not give two different options equal preference. Discussion

So here's a summary of how it works:

  1. Dedede Land has two first-choice votes, Kirby Land has three, and Dream Land has two. Dedede Land and Dream Land are tied, so the tie is broken by second-choice votes and Dedede Land is ruled out.
  2. After that, Dedede’s and Escargoon’s second-choice votes are weighted as first-choice votes. Kirby Land now has three votes. Dream Land also has three. Once again, the tie is broken by second-choice votes, and Dream Land wins
  3. If only first choice votes were counted (plurality voting), Kirby Land would win, despite Dream Land having greater overall support.
